“This—?!”
“Th-the heavens must be using the lowliest of creatures to voice their warning, out of care for the Empire…”
At this murmured observation, the Emperor’s eyes widened in astonishment. A moment later, his voice rang out through the garden, filled with newfound resolution.
“Arrest Eunuch Heo immediately!”
It was as if the heavens themselves had offered counsel to an Emperor trapped in doubt.
